John Smale
Director and Principal Consultant
Risk and management system specialist, across environment, health, safety and quality.
John is a consultant and solutions architect who helps organisations keep their people safe, protect the environment, protect their brand and perform better. With over 20 years’ experience spanning government, international and private consulting roles, he founded SCG in 2013 after several years as a State Government Senior Environmental Health Officer and working internationally, and now brings a systems-thinking approach — backed by multiple postgraduate qualifications — to designing practical, usable management systems and compliance solutions for clients across Tier 1 contractors, government and defence environments in Australia and internationally.
John also has a strong audit and regulatory background, including as a former certification auditor, with extensive experience auditing, implementing and assuring ISO 9001, ISO 14001 and ISO 45001 management systems, and regularly delivering Lead Auditor and ISO Management System training on behalf of Risk Training Professionals. He established, implemented and maintains SCG’s accredited inspection and conformance assessment system, and is the Authorised Representative for the company’s NATA accreditation to ISO/IEC 17020 as an inspection body, covering conformity assessment (Accreditation No. 20913).

Darryl Bell
Principal Consultant

Darryl is an authentic, values-based and collaborative senior WHS executive with 22 years in strategic and operational health and safety leadership roles, including 10 years in senior executive positions within the utilities sector. As General Manager Health & Safety at Energex, he led a human-centred cultural transformation that reduced reportable injuries by 40 percent and embedded a culture centred on care, ownership, trust and learning.
Darryl currently provides specialist advisory support to organisations including Origin Energy, News Corporation Australia and Singtel Optus through PwC, alongside running his own consultancy, DRB Consulting.

Ian Bridge
Principal Environmental Consultant
Environmental approvals, compliance and technical peer review, across major infrastructure and resources projects.
Ian is an experienced environmental professional with over thirty years’ experience in environmental management, spanning policy development, peer review, compliance management, environmental impact assessment and approvals, construction and commissioning, operational plant, sampling and laboratory analysis, emission estimation, and hazard and risk assessment.
He has worked across pre-feasibility and feasibility studies (including Environmental Impact Assessment), detailed engineering and post-approvals work, construction supervision and commissioning, and operations and final disposal, in both the public and private sectors. A core skill Ian has developed over many years is the ability to peer review technical environmental and engineering studies and submitted materials.

John Padgham

John is a Certified Occupational Hygienist (COH) with significant experience identifying hygiene risks and their associated regulatory obligations, quantifying risk levels, and developing and managing processes that reduce risks to workers’ health as low as reasonably practicable.
He has provided occupational hygiene consulting services to a wide range of organisations including Rio Tinto, Raytheon, Airbus, BHP Billiton, Lendlease and CIMIC Group, as well as state government.

Pat Horigan

Pat is a fitter and turner by trade who went on to hold senior management positions with one of Australia’s largest labour hire companies. He has significant expertise developing, implementing and continually improving modern, effective, process-based management systems, and undertakes certification audits for organisations ranging from the world’s largest companies to small and medium enterprises, across engineering, construction, government, manufacturing, warehousing and logistics, and major events.

Craig Partridge
Principal Consultant

Craig is a dynamic HSE professional with over 17 years’ experience driving safety performance in high-risk industries, across onshore and offshore oil and gas upstream and downstream operations. He has held senior HSE leadership roles including HSET Director at Savanna Energy and HSE Management roles with Drillsearch and ADZ Energy.
Most recently he served as HSE Offshore Drilling Coordinator supporting the Victoria Otway drilling project for ConocoPhillips, navigating the NOPSEMA safety case process and coordinating HSE bridging documents across rig, marine and aviation activities. Craig is known for his outcomes-focused approach, translating complex regulatory requirements into simple, practical systems that work on the frontline.

Justin Simpkin
Principal Consultant
WHS auditing, investigations and compliance, informed by direct regulatory investigation experience.
Justin is a senior WHS professional with over 20 years’ experience across operational, regional and executive roles in both industry and regulator environments. He spent several years with the Queensland WHS Regulator, including as Principal Inspector and Regional Investigations Manager, leading and overseeing complex investigations into breaches of WHS legislation and representing the regulator in the Industrial Magistrates Court and at Coronial Inquests.
He then spent a decade in WHS Manager roles for Watpac Construction before becoming Group WHS Manager at BESIX Watpac, directing national WHS strategy, systems and performance across construction and infrastructure operations in Australia and New Zealand, and chairing the company’s National Safety Steering Committee. Since 2018 she has worked as an independent Lead Auditor, trainer and consultant, having previously spent 17 years with SGS, including as Lead Auditor, Technical Reviewer and Trainer for SGS Australia.

Daniel Butler

Dan is a HSEQ professional with almost two decades of experience in the building and civil construction industry, progressing from OH&S Coordinator and Project Safety Advisor roles with O’Brien and Laing O’Rourke to Project Safety Coordinator at Watpac Construction, then HSEQ Systems Manager and National WHS Manager at BESIX Watpac.
In 2021 he founded Sinnesro Management Systems, a Brisbane-based HSEQ consultancy, after noticing management systems tend to drift from their original intent and become overly complicated.
